RUKUNGIRI DIVISION CHAIRPERSON DEMANDS TRANSFER OF TOWN CLERK OVER ABSENTEEISM

The Southern Division chairperson in Rukungiri Municipality, Joel Gumisiriza, has asked municipal authorities to transfer the division town clerk, Aheebwa Clara, citing alleged absenteeism, misconduct and failure to implement council resolutions.

In a letter dated July 20, 2026, addressed to the Mayor of Rukungiri Municipal Council, Gumisiriza said the town clerk’s continued stay in the division had affected administration and service delivery.

Gumisiriza cited what he described as frequent absenteeism from duty without reasonable justification, which he said had resulted in delays in administrative operations and service delivery.
He also accused Aheebwa of alleged misconduct and actions inconsistent with the standards expected of a public officer.

According to the letter, the town clerk had also allegedly failed or refused to implement lawful resolutions passed by the division council, a situation Gumisiriza said undermined the council’s authority and frustrated its oversight and policy implementation role.

Gumisiriza further claimed that the alleged conduct had disrupted and delayed the implementation of government programmes and projects in the division, affecting service delivery and community development.

He also cited alleged failure by the town clerk to maintain a productive working relationship with political leaders, technical staff and other stakeholders, which he said had resulted in unnecessary conflicts.
Gumisiriza said the town clerk had also failed to provide timely technical guidance and administrative support required for the effective functioning of the division.

“Despite repeated consultations, guidance and efforts to resolve those concerns amicably, there has been no significant improvement,” Gumisiriza said in the letter.

He added that the continued presence of the town clerk under the circumstances had negatively affected the performance of the division and public confidence in local government administration.

Gumisiriza asked the municipal authorities to investigate the concerns and take appropriate administrative action, specifically requesting that Aheebwa be transferred to another duty station and replaced by another officer.
“The request is made in good faith and in the best interests of the people of Southern Division, with the sole objective of promoting good governance, accountability and effective implementation of government programmes,” he said.

The letter was copied to the Rukungiri Municipal Council town clerk, LC IV chairperson, District Internal Security Officer (DISO) and the Rukungiri District Resident District Commissioner (RDC).

The allegations contained in the letter have not been independently verified, and Aheebwa’s response was not included in the document.
