PRESIDENT MUSEVENI REJECTS PROPOSAL ALLOWING MPS TO APPOINT RDCs AND CAOS

President Museveni has rejected a proposal by legislators from his ruling National Resistance Movement (NRM) party seeking to be greenlighted to also recommend names of individuals that should be appointed to positions of Permanent Secretaries, Resident District/City Commissioners (RDCs/RCCs), and Chief Administrative Officers (CAOs).
The proposal, contained in the draft of resolutions of the NRM retreat, was read by the party Secretary General, Richard Todwong at the close of retreat on Tuesday.
Upon completion of his presentation, Museveni rejected it before the members adopted their resolutions.
He admitted that he has been part of the problem by appointing failed politicians to key government commissions.
Todwong had informed the congregation of the NRM legislators, joined by some of their Independent and Opposition counterparts, that they need to be involved in the appointment of these key people since they are responsible for implementing the NRM manifesto.
The proposal was later struck off the resolution, after the President rejected it.
He made it clear that Ms Lucy Nakyobe, the Head of Public Service and Secretary to Cabinet, has been against this practice for a long time and noted that politicians must not be involved now.
