A soldier from the Uganda People’s Defence Force (UPDF), serving in the Fisheries Protection Unit (FPU), fatally shot a fisherman on the shores of Lake Kyoga on May 1, according to authorities.
Deputy defense public information officer Col. Deo Akiiki expressed regret over the incident, stating that Sergeant Moses Niwagira shot Charles Wanya, resulting in his immediate death, during an operation at Kitwe landing site on Lake Kyoga. The UPDF claims that the fisherman, Charles Wanya, attempted to attack the soldier with an oar, leading to the shooting in self-defense.
During the altercation, Niwagira allegedly sustained arm injuries and, in an attempt to deter the confrontation, fired a warning shot. Unfortunately, the bullet struck Wanya in the head, causing his demise.
Following the incident, Niwagira, along with 12 other individuals, was taken into custody by the police for further investigation, as stated by FPU spokesperson Lt Rauben Ndifula.
The Fisheries Protection Unit (FPU) was established by Uganda in 2017 under the UPDF to enhance the economic potential of the fisheries industry and combat illegal fishing activities. However, the unit has faced criticism for alleged extortion and lethal operations. Dokolo South lawmaker Felix Okot Ogong accused the FPU of exploiting vulnerable communities for financial gain.
In response to these concerns, President Museveni acknowledged the challenges faced by fishing communities and pledged to engage with local elders to address issues before considering the withdrawal of soldiers from these areas. He emphasized the need for community input in identifying and addressing threats to the lake’s ecosystem.
