CDF Muhoozi Appoints New Chief of Defence Intelligence and Security

Maj. Gen. Richard Otto, formerly the commander of the Mountain Infantry Division, has been appointed as the new Chief of Defence Intelligence and Security (CDIS) for the Uganda People’s Defence Forces (UPDF).

The announcement, made on Wednesday, April 16, by Col. Chris Magezi, the Acting Director of Defence Public Information, confirms that Maj. Gen. Otto will be replacing Maj. Gen. James Birungi in the role.

According to the official statement, Gen. Muhoozi Kainerugaba, the Chief of Defence Forces (CDF), also reassigned Maj. Gen. Birungi to take over Otto’s former position as Commander of the Mountain Infantry Division, headquartered in Fort Portal.

In addition to commanding the division, the position also includes leading UPDF forces under Operation Shujaa in the eastern Democratic Republic of Congo. The newly announced appointments take immediate effect.

The UPDF has extended its congratulations to both generals, wishing them success in their new roles.
