Prime Minister Robinah Nabbanja has ordered the Kagadi Chief Administrative Officer (CAO) to immediately interdict parish chiefs, ward agents, and other public servants swindling Parish Development Model (PDM) funds.
Nabbanja also called for similar action against officials extorting money from people trying to access the Parish Revolving Fund (PRF).
The premier’s directive followed reports by the Kagadi Resident District Commissioner (RDC) Lilian Ruteraho, which indicated that some technical staff and civil servants, especially parish chiefs from some sub-counties of Kagadi District, were engaged in charging illegal fees equivalent to sh30,000 for each beneficiary as ‘password fees’, internet fees, and transport fees among others.
Nabbanja directed the chief administrative officer, Police and resident district commissioners in greater Kibaale to ensure all those parish chiefs, ward agents, and SACCOS chairpersons implicated in swindling and extorting PDM funds are arrested and prosecuted in courts of law.
She also ordered for interdiction of an agent in Nyamigisa ward in Pacwa Town Council, Begumisa, and Mubarak Magezi, the NRM chairperson for Pacwa Sub-County for allegedly swindling over sh1m from PDM beneficiaries.
The Prime Minister was over the weekend, meeting leaders from Kagadi and Kibaale districts at the Uganda Rural Development and Training Institute (URDT) in Kagadi Town Council with the target of orienting and mobilising technical staff about PDM and the forthcoming Agriculture Expo in Kagadi slated for October 6, 2023.
